HALLS ROAD IMPROVEMENTS COMMITTEE

REGULAR MEETING MINUTES
May 10, 2018



Meeting Date:  Thursday, May 10, 2018, 6:45 p.m.


Location:  Old Lyme Town Hall, Meeting Room

Guests:  Yale Urban Design Workshop-- Alan Plattus (Director) and Andrei Harwell (Project Manager), Jared Abraham (Postgraduate Associate)

Committee Attendees:  BJ Bernblum, Heather Gagnon, Mike Reiter, Lindsay Eisensmith, Bud Canaday, Ray Thompson, Edie Twining, Sabrina Foulke

Absent:  John Evans

Additional Attendees:  Alex Twining, Bonnie Reemsnyder

1.  Call to order, 6:45PM

2.  Committee membership: welcome of new members. Heather, Edie, Sabrina are new members!

3.  Introduction to Yale Urban Design Workshop personnel (Alan, Andrei and Jared) presentation by them:

-Brief general overview of how business districts evolved from the beginning of the 19th century to today.

Summary of process:
-Phase 1:  Detail site review, collect pictures, review GIS data, zoning codes, previous town meeting notes, other data.  Assess site conditions, produce diagrams to share layout concepts.
-Phase 2:  Create alternatives, hold town meetings for feedback.
-Phase 3:  Focus on preferred solution, produce detailed plans.  How to phase implementation.
-Notes on public meetings:  Contemplate three public meetings.  Notionally July (present themselves to community), September (concepts), Winter (final plan) 2018.


4.  Discussion of Connecticut Economic Resource Center (CERC) proposal and
     collaboration with Economic Development Commission.

-Bonnie, BJ and others met with Bob Santy, President and CEO, and Courtney Hendrickson, VP of Municipal Services from CERC about a potential study to determine economic potential for Halls Road and other parts of town.  Because all of Old Lyme can be reviewed, Economic Development Commission should lead.  This topic was discussed at last EDC meeting and they are planning a meeting for her with the Commission.  Alex Twining suggested that CERC should be asked to perform a pro forma analysis of the economic feasibility of the Halls Road development.

5.  TIF update.

-Discussed timing of TIF district review, relative to October 1 assessment.
